validate_domain.php is file inside the InstantMember software that validates domain names on our server and confirms that the script is actually installed on a domain registered with a licence key.

Generally messages containing this error indicate that your server is blocking this file.

To remove the error please enable URL file-access on your hosting account/server or request that your hosting company enable it for you.

InstantMember will then install correctly.
